Different kinds of financial incentives are available to stimulate the development of clean maritime shipping, including the use of LNG as a fuel. Available examples range from voluntary discount systems, like the Environmental Ship Index (ESI) and differentiated harbour dues to business funds and state aid programmes to finance additional investment costs.
Chicken and egg
The principal stakeholders cannot develop their business cases separately. Ship owners need to be able to rely on adequate LNG bunker infrastructure, while there needs to be short-term demand for LNG before LNG bunkering infrastructure can be developed.
